Thigh-Highs

Long stocking type garments that are worn by girls and women over the legs and reach all the way to the thigh, hence the name thigh highs. Thigh highs are almost always worn with an impossibly short skirt and often with bust revealing tops. In many anime shows with schoolgirls, the female cast members are often wearing thigh highs.

Hatsune Miku is a typical example of thigh highs and usual accompaniments.

In many anime shows featuring female characters, there is a high probability that one or more of these characters will be wearing thigh highs at one point during the show, if not for the majority of it. Thigh highs reach across the entire spectrum of genres and thus is a universal form of fanservice.

Fanservice

Many Otaku and weeaboo enjoy the sight of thigh highs, as it has become a fetish among male viewers of anime. They are often featured in fanart, dolls, and plastic figures of characters because they are pleasing to look at. Additionally, the presence of an impossibly short skirt and skimpy top make the male imagination run wild with fantasies that are otherwise not fully envisioned outside the world of anime.
